not to ruin your thread or anything, but isn't that almost exactly the same as morgriffs scepter, only not as good? :O
shields and other offhands have +skills, and melee/bow weapons have +1 to the mastery of that weapon (ie. swords have +1 sword mastery)

I'm quite skeptical, if anyone can post a pic of any 1handed caster weapon with +1 to ANY skill, I'd really like to see it
