I have sold a few shields like that for 15e or so. Wouldn't sell for less, and it isn't a "shit skin" just quite common.
Took forever to get 70k for the ornate I recently sold. Depends on how long you wanna sit in Kamadan.
40-50k max imo - r10 and -5 19% is a hard sell. If you get any more than that you've found an idiot and got lucky. And it said non-inscription...
