I think when you change window focus from GW, GW automatically switches to low priority. Returning focus to GW will then return to normal state.

None here. I did have one in pve, a female (with pigtails), because I liked watching her pigtails rubberband when moving side to side really fast....

I did a few primary quests, H/H in HM, didn't notice much of a difference. At most just a few seconds more to kill them off.
