It was made for a weapon. It will be something like a sword pomel or hamemr haft. Only runes can be applied to armor and none of them are +21 HP.
Seems if you can get the mob out of your aggro circle it will often give up, but that's not 100%
You can mix and match any of the armor sets available to your primary profession all you want.
You can equip a focus with a staff, but you aren't getting the benefit from it.
You don't necessarily have to be doing the damage yourself. If you are in a group and the mob is on you, you can just dance trying to avoid...
