One of my guild members found one in Perdition Rock. Don't know any other places where they may drop though.
They're all the same at 1.33 seconds. Bows are the only weapons that differ in attack speed.
Or, if you manage to find some scrolls (off-hand), you can expert salvage them into parchment. You can get about 4+ from them if you're lucky.
