Grenth has the scarves, Dwayna the hood. I noticed a heavy concentration of Grenth districts in LA, and then they switched to Dwayna in Kamadan....
You only get the one hood from Dwayna. Its got some clipping issues, though I suspect both of these items are rife with them.
