My *GUESS* would be around 100K+70 ecto. +14% in stance isn't that useful...at least to me. But It's only a guess....go to the rare priced...
I believe the only thing that needs a twist is Canthan Elites... Possibly a 1k entrance fee for members of guilds who don't own the alliances...
