I have seen two of those (req12, req13 tactics) recently at 50k each (+30HP/-5/20) in the sale-section, so without the mods maybe around 30-35k. .
I'd say 30-35k. Get more opinions though.....
I have never seen people sell it for a lot. Very easy to get, many of those around: 1k-3k or so.
