Had offers of 20-25k on mine, same stats. I doubt you'll get any more.
If these are the exact stats then I'd salvage mods. 5-10k maybe but it'll be a tough sell.
It can't have 15% with no negative, that modifier no longer exists as a drop in game. ID it and post if you'd like us to help you.

vsPlants is one of the least desired modifiers in the game and the mix with ench doesn't help. 10-15kish maybe.
EDIT: There must have been some confusion here, this is the Canthan axe... Not sure of current values, I haven't sold any of these yet....
You should be able to sell this quite easily for a few k. 3-5 shouldn't be a problem.
You've most likely wasted the money you spent on mods here. Regardless of function, blue items are worth a fraction of their gold/purple...
15k or so, maybe a touch more if you're lucky. Very, very unwanted skin.
