Shields are usually 16 armour max, but that assumes you meet the requirement, eg. Tactics. If you don't then the shield will only give you 8...

I'm having more success dropping Blood to 11 and using the extra points on a better storm chaser for more energy per hit and only 1 second...
I guess its largely down to personal preference and how well you get the specifics of each timing, certainly both work well, I've done them...
