Aye, you need Vampiric Bite (Factions) and its Prophecies duplicate, Vampiric touch. Those two are the base skills, and most touchers use Offering...
So you're using IW...with a bow? I guess with Tiger's Fury you'll have an increased attack rate, but it seems like using a normal...
