He, like most bosses in the game, won't always be up. You just had a bad run.

Sometimes, after game updates, this happens. They're the same item type, just in a way different versions. I haven't had this happen to me...

There is no max collector Holy Staff with anything to do with healing prayers. Sad but true. Maybe they will add one in the future so my monk can...
