Don't see why it would be needed. I just unlocked the whole Ebon Vanguard side on an account with barely any skills unlocked and with heroes...

Just be aware that game-play wise GW2 and GW has pretty much nothing in common.

Honestly at this point I find it's pretty bad service on Anets part with the Euro-servers being unavailable or having other issues this often.
