I think it has to do with damage out put. Warriors have to be close to do damage a Elementist does it from a distance so the warrior needs more...

Because if a stave was a one handed weapon it would be better then a wand/rod

all of those are rarer then the shite drops. Blue = there is something special (ie. Fire damage, +hp) Purple = rare Gold/Yellow = Ultra rare

No upgrades will not help the base damage. Hilts change teh type of damage or lenghten a condition. For teh most part anyways. Pommels and grips...
