It was Heroway. Anet dont really care for PvE, most of thier nerfs/buffs are based on the PvP side of the game.

Providing you have 8 or less officers just meet in the GH and create a team lol

Bow's arent underpowered. Bow's interupt and spread conditions better than any other weapon in the game. Thats what thier made for.
