elite skill lost?

Ok , my issue is that when I killed Steelhand he didnt drop his daggers, is there a reason for this? moral? party size? thank you

When you kill an elite boss but do not have your signet on you do you lose the opportunity to have that elite skill or does it just get forwarded...
