If you get a life siphon on you even, you're wasting .33 energy a second for *nothing*. Healing signet or LV/VS will still be healing you for the same amount as always.
Flopjack, all the reasons that you mentioned to not take LV or VS are warrior shut down. It's not like a warrior with mending will be doing much better. You also forgot to mention that Faintheartedness will reduce the regen from Mending to 0 and negate any good effect it would have.
Anyways.. your comments about hammers and monks.. x_x
Ok if your main target is a monk, then tell me, how are you going to kill it with MENDING. This is where people start bashing the skill, you're taking up a slot that could be put to so much better use, and YES this includes PvE.
"Oh, well I've killed plenty of monks with mending." Well sure, they must have been almost as skilled as you.
Also, a sword or axe warrior without an IAS = wtf.
There's no reason you shouldn't have one, really. Use Flurry or Tiger Stance in PvE.
Conclusion: Leave it for running or *possibly* farming, though I would question that outside of a 55 build.

Warriors = offense in pvp, tanking is for pve
All of your comments are pve related, mesmer.
Eles can be very versatile in both pvp and pve. I took the time out a couple days ago to do some fissure runs... Ask the forgemaster how many bodies were lying on the floor after I went in with my solo earth ele. ^-^
And I completely agree with Jesh.
