I'm a PvE player, so all of my ideas are PvE related:
Elite Skill Weekend:
* Double XP for elite skill capture
* Optional: Reduced price for SoC's (but limit the number of SoC's you can "store" on a character!)
* Optional: Allow to have two elite skills in the skill bar
Mission Masters Weekend:
* Double XP/Gold for achieving Master's Reward on co-op missions (but not skill points!)
Cartographer Weekend: (a.k.a. the "Wallhugging Weekend"

)
* Get a small reward (like 50 gold and/or 50 XP) for every x % of the map you explore.
-- x = 1% if you're < 80%
-- x = 0,5% if you're between 80 - 95%
-- x = 0,1% if you're > 95%
Challenge Mission Weekend:
* Double reward for Challenge Missions (Dragon's Throat, etc)
* Give PvP characters access to Challenge Missions
Blessing of the Gods Weekend
* Gods' blessing have double duration (40 instead of 20 minutes)
* Optional: Half price for gods' blessings (not for Kurzick/Luxon blessings!)
* Optional: All statues in explorable areas are active, regardless of which territory has favor
Shing Jea Quest / Mission Weekend
* Quests on Shing Jea Island become available for Tyrian characters. But: No skills or skill points are given, only XP and gold!
* Missions on Shing Jea Island give Tyrian characters a reward. But: No skill points, only half XP and half gold!
Dye Weekend
* Double drop rates for "standard" dye
* Tripple drop rate for silver dye
* Quadruple drop rate for black dye
* Optional: Add "test dyes" to the dye trader, available free of charge, so you can test any dye combination. All test dyes will disappear after the weekend and all items dyed with test dye will go back to default color after the weekend.
Morale Boost Weekend
* Double morale boost for killing bosses
* Half death penalty for being killed
Crafting Weekend
* Double drop rate for materials
* Double chance to salvage rare materials
* Slightly reduced prices at all crafters (incl. artisans, 15k armor crafters, weaponsmithes, etc.)
Collector weekend
* Collectors demand only half amount of input (rounded up)
Quest Weekend
* Double reward items for quests, but only the following:
** Monastery Credits
** Imperial Commendations
** Equipment Requisition
** Luxon Totem
Favor of the Gods Weekend
* Favor of the Gods for all!
* Half access fee for UW/FoW
* Double duration for blessings (see: "Blessing of the Gods Weekend")
Insignia Weekend
* Give Tyrian characters access to the Insignia quests (incl. skill rewards!), but make the opponent
MUCH harder to beat.

And last but not least I want to suggest not a special event, but a contest:
Name the Location Contest:
I love the fact that all the places on Shing Jea Island have names. I mean not only the outposts/town, but also the places in explorable areas. (You know, these little signposts.) It gives the island so much more atmosphere. You can feel that every place has some kind of background story. Why was that done only on Shing Jea Island, but not on the Cantha mainland?? Very often I looked at some extraordinary object or location and thought: "I wonder what's the name/history of this place!"
How about a contest? People should submit name suggestions for places/objects (identified by screenshot and marker on map), complete with a background story that fits well with the game lore. The winners' locations will get a signpost with the location name ingame, and maybe an NPC in the area can tell some of the background story.
