Every single reason not to do this that I have heard so far has been Feces! Why should one chapter be more powerful and better then another. All of the chapters should be put on an equal playing field, in my opinion.

need an NPC to convert older armor into blank insignia armor, Prophecies has some wonderful armor but the stats are frankly... lacking...

not to mention nightfall headgear gets an insignia slot while Prophecies & Factions get "+1 energy".

Running your armor through a NPC, like you customise weapons...
Wow a great idea, I know Anet can't make the armors inscribalbe because people are alteady using them storing them in banks and having them placed wherever.

Running your armor through a NPC, you get rid of the localisation problem, it would bind in to the normal change stats function.
At that there could be a rune that does the same, though a NPC is probably more logical.

instead of making all armors upgradable at the same time, you do it one at a time.

I'm never replacing my Mesmer's armor again, but I'd like to be able to switch the stats on them.

And since its possible in one game, it should be possible for all your characters if you own that game.
