I think there's a mistake in the Kamadan collector list. I found a wintersday collector looking for silver bullion coins (not listed) but no collector looking for sentient roots (listed.) The silver bullion coins collector was under the tent with the regular traders in the NW corner of town.
I could be wrong.

There are quests in LA. They look like the same quests from Wintersday 2005. Quest rewards are Gingerbread Shield, Gingerbread Focus, and Peppermint Shield. Talk to Old Nicholas next to the decorated tree between the two circle grids.

If no one else stated it already i would like to say something about the thread..
It seems the usual winter gifts arent able to get from the collectors.
i dont know if this will change later on but for now you can't get the winters gifts only the normall ones which are stated in there...

Candysmith Coldstone has been added to Kamadan (between entrance to Sun Docks & Consulate).
For 9 Candy Cane Shards he offers last year's candy cane weapons plus Peppermint Daggers (dmg 5-5), Peppermint Scythe (10-10), and Peppermint Spear (10-10).

i just got a frozen ecto from the pve uw snowball quest given out by the rift warden in kamadan. least i think thats the pve snowball event.

Alright, heres how to turn into an elf:
First, talk to the Rift Warden in Kamadan. Take one of his quests. He'll teleport you into the UW, with 8 unique skills. Must go in solo. All the monsters have a chance to drop a frozen ecto. When you get one, return to Kamadan and talk to Tina the Tonic Maker. Trade your ecto for a tonic. Use the tonic to turn into an elf for 50 minutes. The elf has the same emotes as a male mesmer.
To get candycane weapons, talk to Candysmith [name] in Kamadan, LA, Ascalon and Droks? It's 9 candy cane shards each weapon, 81 for a set. The weapons are:
Dagger, scythe, spear, wand, staff, hammer, axe, sword, bow.
