As far as I know, this works because Anet made it so you can't just sit there and drink all your ale and re-zone. If you split up the stacks (into 3+ stacks), you can just drink from different ones and not worry about "drinking windows" and such. E.g:
Drink 5 from Stack A
Zone to GH
Drink 5 from Stack B
Zone Back
Drink 5 from Stack C
Zone to GH
Drink 5 from Stack (HERE IS WHERE YOU RANDOMISE BETWEEN THE 3)
etc. etc. etc.
There's some code put in place that if you continually drink from the same stack, it won't give you the minutes. If you split them up into 5 stacks or so, you can randomise what you drink from, like A, E, B, D, C and not worry about the code.

Zoning between the GH and somewhere never worked for me.
I did find however that zoning between districts of the same town works all the time.
I went from 500 minutes to 10000minutes Ale Hound after chugging around 3200 and 900k worth of Spiked Eggnogs. Took me a few days. But i got it. I just zoned between Nolani Eng1 and Nolani Fra1 then back again. But hey, i have a nice title now

Thanks to Feathermoore Rep for the report of a long window from Iron Mines -> Isle of the Dead. So far it looks like a few places - Iron Mines, Ember LC, Dasha's Vestibule - are shaping up as common hot spots for successful zoning, so try them first if you're not sure where to begin.

I also think you should bold the fact that if you use spiked eggnogs, you only need to use 1 spiked eggnog ->zone to GH -> Leave GH -> drink 1 spiked eggnog.
I wasted about 50 spiked eggnog (not that big of a deal), before i realized that zoning with 2 spiked gets you 3 minutes just the same as zoning with 1 spiked gets you 3 minutes. I only discovered this because i accidently zoned when only drinking 1 spiked several times. But none the less, i tested it and in fact, 1 spiked will get you 3 minutes everytime if you hit the overlap window.

Knowing this, you can can find the town that works for you by drinking to level 5 drunkness and then just zoning to different towns with your title window up and just look when it changes. If it changes by one, you just left a town while it's time window was open. If it changed by 2 or 3(depending on how drunk you still were), you just entered a town that has a open window. Once you find a town you test it's window's duration with the zone to guild hall method.
Using this technique I eventually found a town that had a permanent window and I don't have to worry about when it's closed so I just zone as fast as possible. I will later test this with my guildie to see if it is dependant on the Guild Hall you have or the actual character. If anyone wants to know I'm using Isle of Meditation and I'm zoning to Quarrel Falls in Tyria.

Also, thanks for the report on a possibly very long window from Quarrel Falls -> Isle of Meditation . If you have really found a permanently open window, that would be the first one on record. Could you test that again to make sure? I also got an uncofirmed report in-game that Iron Mines -> Imperial Isle is a winner. It's likely try considering Iron Mines has worked well for several other GHs, but if someone else using Imperial Isle could comfirm this, that would be great.
Next week I intend to compile all the reports that've been submitted and add them to the original post as a future reference. So if you've got a new and successful place to zone from, post it here so it can be included.

Dasha Vestibule -> Isle of Wurms = permanent zone place for me... and at 0:10 sec it consumes 2 when zoning to gh so I add normal eggnogs and it comes out 5 minutes per zone then, usually just add 1 so it's 4.

Flasks of firewater are unique in that they raise you 3 drunk levels/drink as opposed to 1 for regular ale and 5 for spiked (anyone wanting a primer on drunk levels should check out http://gw.gamewikis.org/wiki/Drunk). So mix two regular drinks with one FoF and you're at max drunk level. An improvement over normal ale, but still not as convienient as spiked nog that gets you all the way to level 5 in one gulp.

Thanks to all who helped, here are a few tips:
I found over the past 3 days that the time windows in the towns i used would change randomly, even while i was in them. Iron Mines>>Isle of Solitude was a 12 sec downtime which then turned into a 25 sec downtime and then actually went to no downtime at all. I was able to drink constantly with no window. After discovering this the window reappeared so i zoned around to see if i could recreate a windowless town. Sure enough with enough zoning and changing towns i was able to turn both Divinity Coast and (i think) Henge of Denravi into such towns. However, which town becomes windowless and the length of time that it remains so seems completely random.
This information may or may not be able to be replicated, but i was able to recreate the towns a number of times with a little patience (what i did to make them im still not certain, but after enough zoning between towns they appeared).
Also if you drink 1 spiked eggnog, (gain 1 level) then drink a regular ale you will gain 3...but not lose your base 3 levels. In this way you can alternate between Spiked and regular which may be helpful for some of you having a hard time finding just Spiked (you can drink solidly this way without wasting any ale).
Also if you zone (gain 1 level) zone again (gain 2 levels) with spiked eggnog, you can then zone a third time without drinking after gaining the second 2 levels and drink a spiked ale. In doing so you will then gain 3 levels at once, though you must still zone twice for each spiked.
I found this useful as looking for a +3 per drink is often easier than looking for a +1 then +2 after hours of staring at the screen

After reading this seems that is is a time VS money issue. If you have plenty of money you can get it done fast. But it seems to be much cheaper to do it the way it was intended.

Where was this information when I was going for my IAH title? I did every single bit of my 10,000 minute drunken rampage on the straight and narrow. What a fool I was.
On the other hand ... I enjoy getting titles very, very much, and I usually try to find ways that I can work on multiple titles at once. Someone who is going to go for IAH seriously is probably someone who is going for it on their way to either KOABD or PKM, in which case zoning this way might not be the most ... um ... entertaining thing one can do with their day.
I used my 10,000 minutes to map all three continents. Of course, by the time I was done I thought I was going to be permanently cross eyed ... but for me it was more satisfying than just sitting around zoning for hours on end.

Okay, so my guildie was using Quarrel Falls and it was working for him which confirms that it is based on what Guild Hall you have. He also noticed that Quarrel Falls worked for hours with a permanent window and eventually there were some time he was zoning and it wouldn't give him the minutes which proves Kade's point.
So with some more testing it seems correct to say that the windows will change throughout the day. If I recall correctly when I was doing my first testing it was around 4 P.M. my time and Quarrel Falls had a permanent window. It is now almost 9:30 P.M. my time and I am noticing that Quarrel Falls seems to have some window but I'm not sure how long it is yet as I haven't tested.
To see if this is true about window's changing throughout the day, when I get home from school tomorrow (around 4 P.M.) I'll try drinking in Quarrel Falls again to see if the window is permanent once again.
So with some more testing it seems correct to say that the windows will change throughout the day. At first I tried following the method outlined in the first post. But after a few zones back and forth I found I didnt have a window where I WASNT getting credit. I went through 500 spiked eggnogs and only wasted 1 when I accidently clicked it instead of guildhall button.
I used Hunters Isle Guildhall and Ember Light Camp as my 2 bases. I would drink in ELC zone to GH and get 1 minute then back to ELC and get the 2 minutes. I could do this over and over as fast as I could maintain without stopping. I went through my 500 spiked in 1 session.
So either there was a flaw in your method or I just got real lucky and found a combonation that had no down time. Regardless I thank you for speeding up my persuit of IAH

I was reading thru here and figured I'd give a good spot for Nightfall owners to zone.
I use spiked egg nogs from one stack zoning from Kamadan to Consulate Docks and walking thru the zone between. Be aware to watch your minutes, because there are a few occasions where you dont register the 3 minutes (as the OP posted) so you need to just continue into the next zone. Also I bring one running skill for that zone between Consulate Docks and Kamadan.
Start in Kamadan and take 1 spiked egg nog then map to Consulate Docks. (usually get 3 minutes for this zone)
At Consulate take 1 spiked egg nog and walk thru the portal heading to Kamadan. (watch your minutes to make sure you get the 3 minutes registered)If you dont get 3 minutes, just continue walking thru to Kamadan. If you get the 3 minutes, take another spiked egg nog and walk thru to Kamadan.
At Kamadan, watch your minutes to see if you get the 3 minutes. If you get 3 minutes, take another and repeat the cycle. If you dont get the 3 minutes, map to Consulate.

I've been checking into the reports that windows may change at different points of the day, and there does seem to be something to this. At one testing location (Marhan's Grotto) I recorded a 25 second window in the morning and afternoon. Around 6:00 P.M. EST (11:00 P.M. GMT) the window changed to just 15 seconds, then reverted to 25 seconds the next morning. This behavior has repeated over a few days of testing. A few other test sites are not exhibiting this behavior, but the effect for me in the Grotto is repeatable enough that it's worth a warning: Your window in a given location may differ from night to day! My suggestion is, if you have picked a zoning spot and discovered its window, be sure to re-time the window if you intend to zone again from that location at a different time of day. If anyone else is noticing this behavior, let us know.
I've updated the guide with this info and with a list of all the reported long windows of opportunity. So far we have good zoning points for half of the 16 GHs. It would be great to get entries for the rest. Also, there have yet to be any reports of long windows from Canthan outposts, which could be important for people who only own Factions. I'll keep updating the guide as long as reports keep coming in, so if you've found another long window go right ahead and post it here!

Thanks for posting this guide; it helped me turn my warrior into a hopeless Drunkard(1) with just my stash of event drinks. Our guild has the Isle of Wurms hall, but every zone I tried had extremely narrow windows. I ended up using the Drok's/Talus Chute portal, instead. I found this in the beginning, it worked 99/100 times, so I abandoned any further testing with our hall. I used S.Eggnog in Drok's, then zoned; 1-3 minutes were added, regular "ale" in Talus, then back to Drok's. 8-9/10 of the times I did this, I had 4 minutes added, total. The other times I just zoned back and forth until the minutes were counted.

I would like to add that zoning from Kamadan international district 1 to my guild hall (wizards ile) always netted me 3 drunkard minutes and on the return trip only 1-2 so it would be most beneficial to drink in kamadan zone to guild hall then zone back to kamadan drink there return rinse and repeat. Anyone else care to see if kamadan works fo their wizards ile worked very nicely fo me and want to see if it was just me. (also was no window it was permanent)

For those people who are still confused, here's my best shot at a "simple" summation: Drink your spiked nog and begin zoning between two locations of your choice (usually between your GH and another outpost). Do not drink again until you have received your minutes! The only way you can waste nog is by drinking again before you get credited with your 3 Drunkard minutes! Keep zoning until you have gained 3 drunkard minutes. If you don't get minutes right away, it doesn't mean the system doesn't work; it means you're outside of the window for the areas you're zoning to/from. Just keep zoning and you will get your minutes. When you start getting credited with minutes, note the time to the second on your watch - that's the start of your window. Now keep drinking, zoning, and gaining 3 minutes until you stop gaining minutes. Again, check the time on your watch to the second - you've just reached the end of your window. Now you'll have to wait until the window reopens before you can gain minutes through zoning again.
If you're finding that your window is shorter than 45 seconds in length, look for new places to zone to/from. The best windows are 45-60 seconds in length. 60 second windows are referred to as "permanently open" in the guide (marked with an "*") and are the best options to use if you can find one. As far as finding the locations with the longest windows, understand that this depends on your individual circumstances. Most people are zoning to/from their GH, and since not everyone is using the same GH as you their results may vary from yours. My advice is to check the list at the end of my guide to see if there is a suggestion of a good zoning choice to use with your GH. If there isn't, you're going to have to experiment; time out the windows in different areas to see which works best for you, and post your results here in this thread when you've found a combo with at least a 45 second window.
That's my best attempt at a simple explanation; any further confusion will have to be cleared up by someone else. I've also updated the guide with new window information from MisterB and Full Metal X. Thanks for that, and keep the info coming! We now have reports on long windows for 9 GHs; it would be great to complete the list with info for the remaining 7.

i didnt even know there were windows, ive been able to do this ascalon city > old ascalon, getting 3 minutes a warp
