It's real, I just did it. Anyway, there's no way to equip them. I just wanna run at 3000%. Even if I get no drops, noone comes with me into the zone, I just want run speed! I just love scooting around really fast.
I'm thinking a couple might be PvE- or Mission-Specific skills (ala disable sentry mine).
Either that or they're dev skills. But the Cracked Armour makes me think that they're somehow related to GW:EN.

The ATS testers can see these skills. My guess is someone in ATS made a build code and copied it. I'm kinda surprised to see these show up on Live servers unless they might be introduced during hard mode.

2) Can you use them. No. Each skill has unique ID, and this template string is just a combination of them. Each skill is checked if you can use it before it is put on skillbar. You can make template with Celestial, monster, wurm or even with multiple elite skills, but that doesn't mean you can actually use them.

Yes, except, if its IS hard mode stuff, i know tons of people who are gonna be really disappointed because they wanted actually fun to fight against oponents who are strong becasue of ai and smart skillsets, not because of Enraged alike stuff.
And reason for 3000% speed buff is obvious - its basically giving monsters teleport-like ability that they can use on will - to prevent carefull pulling (its hardly pull when your puller is immediatelly swarmed by monsters) or tanking (there is no longer point in sparing enemies around tank to make it work) or to prevent trap teams (monsters will literally fly thought traps and slaughter helpless trappers before they nocite they are recieving damage.)

Well, no doubt that the skills still need balancing. There are also some grammar and spelling mistakes in the skill description, and the stances have no duration and stuff like that.
But we can easily see that they are indeed SUPER powerful. 6 Conditions at once, 100 fire damage and poison + disease.
They will probably become Elite Skills or you can have only one on the bar at a time. Maybe each skill is restricted to a certain class, much like the Celestial skills.
Still, when they go to introduce such super powerful skills, one can ask why. Are the mobs all enraged DoA style mobs on crack? Or are these player skills? What do we get to combat the mobs?
I do not think that power creep - make monsters tougher, stronger, and also the player - makes for a hard mode, rather for a retard mode.
I hope these skills are only used in some missions on special places and are not permanently on our bar.
But I would hate them as bandaids for bad game design. We already have tons of skills, why not make us use them all.
There could be mobs with +200 armor vs physical damage, make players think and find out that they take elemental damage, and have -100 to lightning damage.
Or mobs that simply do not burn - a nice D'oh for SF Elementalists. Areas that call for ice damage and snares.
Maybe areas where we must split the party, make use of hero and pet controls and stuff like that.
It is too early to cry "CRAP!!!", but I hope we get stronger mobs that require some tricks and strategy - this would also greatly increase the usefulness of Mesmers in PvE.

Once again, the PvE side of the game gets hosed, doused with paint, stuffed into a garbage can, and rolled down Mount Everest. I don't even think a team of 36 players could take down a single monster with those skills. What are you trying to do, ANET, kill your entire PvE fanbase? This is not making the game "more challenging" or "more interesting. This will make the game insanely hard/frustrating/impossible.
