I checked Arbor Bay..... (ok, i skimmed. I checked the sylvari island and that corner where he was moved to for a few hours before moving onto Wilderness of Bahdza that week he was bugged)

There are still a lot of people not in Winds of Change yet, me for one of them. We just haven't gotten around to starting the content. I'm surprised he hasn't been found even if WoC content blocks him from appearing in the region.

Not in Nahpui. Interesting note, though - for my pre-WoC character, the gate into the mission area was open, and she was able to walk through the whole area with no enemies. Has anyone else experienced that?

He's done that before. It's something he hasn't done before. Oh and Ish, I was able to walk through those areas too with my pre-WoC char. as well.
