When does the Fast Casting actually take effect? For example, say my Me/N is about to cast Parasitic Bond (1 sec cast) on a monk with Holy Veil. Does the Holy Veil effect hit first, or does the Fast Casting? If it's Veil, that would bump the cast to 2 seconds which Fast Casting would then decrease. Similar questions could be asked for anything that modifies casting times, whether Arcane Conundrum or Red Rock Candies. |

I'm assuming then the correct order of operations is Fast Casting -> HCT mods -> skill effect modifiers (Veil/Migraine/Healer's Boon/etc.)?

That's what I was wondering but, of course, I get a cryptic reply to my question. I can only guess that you have to listen to all of the new dialog that takes place at the Shning Blade camp.

Awesome. Now with the decrease recharge time, I can upkeep Stoneflesh Aura without Signet of Illusions for Raptor farming. Mesmer will also have superior energy management now and double the energy denial. 27e every 10 seconds and 9e loss every 10 seconds. Nice.
I just don't like the "Fast Casting decreases the activation time of your Spells and Signets. (No effect for non- Mesmer skills with an activation time less then 2 seconds.)" That is so unfair. They're nerfing Mesmer to play Mesmer only in PvP. Might as well make it so warrior don't have the armor penetration in non-warrior professions, necromancers can only gain energy with allied death, ranger only have reduced energy management with ranger skills, etc for PvP.

Seriously at least half the nerfs in GW come from primary attribute abuse, and the nerfs usually leaves the classes poorer off for it.
