Gaile hasn't said flat out no this time, but as of late December she said she has not seen other playable races in Factions, and didn't expect it to be a feature. She also said that it is still in the plan for later expansions.
I too get into games to play something different. I've played human for most of my life, so if other things come up in
a good game, I always go for them. I have faith in ANet. I think that they can come up with other races that are a wee bit different, and maintain balance. I don't think there would be much joy in playing a Rukkha if the differences were mearly cosmetic. That would mean they would have to come up with all the different art assets, and in the end deliver no different experience.
That being said, I'm comfortable waiting. Let that be in an expansion that is centered around them so that they don't have to worry about racial balance
and tons of other stuff as well. They can do the back story, etc. Whether that is the third or eighth expansion, I will probably be here, and Necromancer will probably still be a favorite of mine.

Give me a Rukkha (yes, I made that up) with Enchantments always 10% longer, but enemy hexes also last 10% longer on me. I won't play him because he's uber, but I will play him because he's different (
not sexy) and I will try to make him survivable. It will also be fun watching people searching the desert for their Collector's Monk Sandals for their Forgotten Mo/Me. :P
People complain about the current faces/armors/weapon skins/dances already, so I see no difference there.
Oh, and Factions is the name of Chapter 2. The two are interchangable.
