It's become increasingly apparent that the latest update has removed all elites from before the Crystal Desert. I wouldn't go looking for any in an area before then anymore.

Shield of Judgement - You can get it at the Glint Mission (Dragon's Lair). I think it's the first or second "dragon" that has it. I got this not really trying.

The Charr boss mentioned to have Hundred Blades DOES in fact have the skill; i can confirm this because I caught it for my own warrior. While I do not remember his name, I can give you a very good description of where he will spawn:
When you enter The Breach from Gate Gaurd Hollis's location (he's in Old Ascalon, NW of the area) Run down the first set of stairs until you get some friendly gaurds. Then, run NE to a bridge. The bridge should cross over the tar pit. The boss will be immediately in front of you. He used it multiple times for me, so I caught it rather easily (however, you need to be quick on the draw - he'll use other skills quickly after!). If you can't find him, re-enter the breach from the way you came.

EDIT: ok did 2 runs, and it does in fact cast an elite skill, even a shield, just the wrong one "Shield of Regeneration" not shield of judgement... good skill tho... but grr... not the one I want...

Esnhal Hardwood -Frozen Forest Pinesol
There seems to be other pinesol bosses in the center of map that need to be checked
there seems to be two sets of bosses the stone summit bosses which shares the elite skill set of the normal creatures and pinesol which have unique skills
the Ele is already listed under ward agaisnt harm but saw a ranger there and probabaly has one for every class
also in spearhead peak theres a warrior boss im guessing has some kind of stance
Hail Blackice Warrior icegolem can be found near rune Ethercrash mesmer boss any warriors want to check out what he has?

Shield of Judgement definitely comes off of the monk boss mob in Mineral Springs. From what I could tell it only spawns 5/6 possible bosses for the map. I found all but the monk one on my first run. The second run he was the closest from the zone line.

Grenth's balance is also obtainable from the boss mob that you face when doing hero's challenge. I defenitely saw it and had it from him.
Also Virulence doesn't seem to come from the mosk rottail (sp?) in bloodstone fern. I've tried inflicting myself with a condition, ie. bleeding and he still did not use the skill.

It's already hard enough to get an elite skill, but common, this was supposed to be the skill I could use all the way to denravi, or maybe even the desert! Now I'm just another monk with no elite skill using Orison of Healing & Healing Breeze...
Very fusterating that they made all the elites near impossible to get, and now they moved the real basic and not-too-useful ones to these enemies way way later to the game.
EDIT - I also went to Nebo Terrace for Yerk Plopsquirt. I found him pretty quickly, and yet again he refused to use it. I see that Arenanet just makes everyone want to suffer to get their PvP build correct.
EDIT 2 - And yes they screwed up Hundred Blades at the Breach. I can't comment about that without repeating my fusteration written above.

There is a second breeze keeper (monk) boss in the ring of fire mission that I have seen use Healing Hands...though it casts it very rarely (and most teams kill it quickly, grrrr). Also the Mursaat Elementalist boss that appears at the gatekeep uses Thunderclap.

I believe I found Life Barrier off a mob in an explorable area, though I'm not 100% and don't wan't to send people on a sild goose chase. If he does have it, I'll get a pic of him using and the map like I did for Hundred Blades (Page 2).

he doesnt use it too much once you agro him best bet migth be to do a blind soc on him since it worked for me and my exploring partner

Getting elite skills isn't really that hard. I have 19 of them now. Admittadly you can't get them early on in the game, but the idea is that people who donate a bit of time to their characters will get the better stuff.
You can get through to the ice missions in 2 days if you really wanted too. So its not like it takes absolutly ages.

I think pinesoul ranger and warrior in Frozen forest have a missing warrior and ranger skill just dont know how to get them to use it. Warrior probabaly has stance Havent seen a pinesoul mesmer yet either.

Illusionary Weaponry (TALUS CHUTE:<SEER WINDLASH>[<SHADOW BOSS>])--If you have made it to FT. Rankor you can find Seer Windlash just south of that town. He is in a group of Azure Shadows. He also casts Clumsiness.

I really appregiate this great helpful topic. While reading and experimenting on learning bosses skills, I couldn`t remember where to get the empty skills.
So I found a guy called Don Berlzibar who showed me the guy in Lions Arch to get them.

Warriors do have them, however they are often stances, or instant use skills that DON'T Show up on their 'casting' thing. You just have to spam ur signet of capture and see what it says ur capping, if its not elite, cancel the cap and try again. They do have elites tho.

I know all about stances still certin conditions need to be met before some bosses use their elite on the life barrier boss if you agro him its very unlikley you would see him use life barrier.
I would bet good money that Custodian dellus at elona reach has either Defy pain or Battle rage

Marksman's Wager can also be gotten from Custodian Kora in the Dunes of Despair mission.
I got it from him when he popped up as the first boss outside the temple area.

P are where the pinesoul bosses spawn
Usually 2 pinesouls spawn in 2 of the 3 p spots
if you stand at the spot marked with X you can see what the third pinesoul is without walking over there

Easiest way to cap these is to run in and out of copperhammer and go to closest s spot

I got from the bottom all the way to the outpost all the way 3 zones up with just henchmen. its possible just take your time and fight with DP when you have to.

Tried multiple runs today with henchmen parties, and with real people parties. no matter how fast or how slow we kill him, even if i'm spamming f-8 to use signet capture, i can't seem to get this skill. maybe i need to try more? is it rare? or can anybody else confirm this? maybe they have changed it.
EDIT: bah ok i tried again today fresh start of tries. i got it. this time instead of trying to wait or kill him slowly or anything. i just took a party of henches, got close enough for all him and his other guys to agro, and i just stood there and kept pressing SoC. he used it at about 80-85% hit points. i got it.

The boss with marksmans wager on thirsty river is a armor, in the last 3 you fight.
