It was the "Chasing Zen Mai" quest that was preventing his spawn. I finished the quest and capped the skill. Thanks everyone for the help!!
Does anyone know the secret to making him spawn? I just brought my Elonian Warrior over to Cantha to cap Triple Chop. I read in another forum...
