Cant you go from any statue of grenth or balthazar as long as your nation has the favour? But ToA is the easiest place to get to as far as i am aware

Level doesnt affect it as far as im aware you just have to find the right collectors, different collectors do armour for different professions

I love the pyro set in red, it makes it a really flourescent kinda bright orange
