You can single click on them and their info will appear at the top of your screen. Character info floats above heads only in "mission"...

It "unlocks" for use on a custom PvP character. You then have a chance of being able to salvage it for use on a RP character.

I get mine from salvaging spider webs dropped by Maguuma Spiders.
