I do not think that we have published a complete mission walkthrough yet. However, they occur fairly linearly and help develop the storyline...
i also tried to salvage it and sell it, but neither works. unlike the tapestry shred, it is listed as a salvageable item.
any linked skill scales linearly with the attribute. there is no hard cap that we know of.
