The armor provided by weapons is universal, from what I've experienced.

The game isn't meant to be farmed. The way the system is, people who normally pvp in their free time will get their runes as time passes....

The game favors playing over farming. Having runes unlockable by buying them would promote farming to get the money for said runes, thus it is not...
