Imba's are nice to have but boring to play. Necros are more fun to play, except being a mm, that is quite boring imho.
It affects all spells. There are inscriptions that affect only the items attribute, but in the case you mentions the 10% affects all spells

I have a lot of chars. I play regularly and my current goal is to get the Guardian and Protector titles for them all.
Run Gwen as a hybrid with a few Dom interrupts and a few Illusion skills. Hybrid = best of both worlds.

Yes you can get the weapon if you have beaten the last mish already. But you can only get one of the weapons or items for free on each character....
