hmm, i've only seen that happen when the predictions are closed, and there is still like a day for gvg entries.
I'd go for Elite SS tbh. the hanging bit puts me off the other one.
To progess further in the campaign just talk to Messenger Gosuh and take the quest 'finding the Oracle' You die at the end of the time...
