Only warriors use the reduce damage runes, so this question is moot.

The reason Anet doesn't want infinite skipping (I am just guessing) is so that people don't just skip to the area with the god's favor...

It isn't really worth it to farm them anymore, it takes too long to get to them and only the first time I did it, did I get any good items.
