That'd be merch food. Even blue insc q8 16AL Strength shields don't go for very much - 5-15k usually, depending on the skin.
I sold a q9 insc Ironwing Flatbow for 30k or so not too long ago. Regardless, don't add mods when selling unless you've got them lying...
If the shield is single-modded, it's probably not worth much. Dual-modded would be worth some cash regardless - non-max health mod or not.
