You need to wait for a team to fill up. I had to wait a maximum of one minute. I don't know any other way than questing.
Another note: At gw wiki it says you get 1000 for winning a match .. i distinctly remember i got about 8.5k faction in total for a match there. So...

You need 100.000 faction to reach lvl 1. You get a lot of faction in those pvp matches they hold.
