ive gotten a handful of 12-13 req stuff from chests and one level 9 req hornbow. So I think you can get low req stuff, just still a bit rare.

when I dont feel like spending a whole lot on my warrior, I just buy a 13-14% > 50% health weapon and customize it. No one wants to customize...
