I know the skill trainer in Fisherman's Haven has it. But can we get it as a reward of a quest? If so, where can I get that quest?

I'm from singapore and I'm playing on American server. So far I have no serious lag. But it depends on the internet service provider as well.

Do you mean it is not possible to add 5 minor/major/superior runes of the same type(e.g.Blood Magic) to each part of the armor?
