Anets servers won't respond to pings or tracerts. They will only reply to the ingame diagnostic tool.

What sound card are you using? Turn off all the sound, or add the -nosound flag to your shortcut, See if the fixes the problems.

No one here can really do anythng about it. Send the reports to Anet so they can contact thier providers and hopefully fix the problems.

There have been other reports of this already. Contact support to make sure they are aware of the problem.
