Level difference does indeed contribute to damage calculations, not just in terms of crit rate. The figure is something like 5.3% per level.
I logged out to grab some food, and when opening GW again there was yet another update. This was a little before 3:00 pm Pacific.

In pve I usually sit on a defensive (armor) set rather than a 40/40 or otherwise. My necro, for example, has full tormentor's and spear/shield...
Check your HoM calculator. Find out what you're missing and buy them. Most likely it will be things like hero armors and oppressor weapons....
