Personally it would be nice to have 7 slots, 6 for PvE/PvP and 1 for permanent PvP. I'd only use 5 though really.

The health gain should really be there to balance out the health you lose. Vampiric stuff can be extremely useful. A 5:1 mod is good on just about...
