Well a friend and I have farmed the quest around 300-400 times and neither of us have a MPB. So ya, it is still rare.
Another 20+ runs in and still no bear... but over 3 stacks of CCS now. oO
I'm at around 200 runs now or so, between 150-200 runs I believe. No bear yet... I was sucked in by the CCS... Trading them in for presents...
If I remember correctly from my tickets, you just ask a question and they should eventually get back to you. You may have to be persistent since...

As long as you click on your name and disband that way then yes you can.
Hat Makers can only make hats for those who got them as the hats are customized. You can not borrow one and show it to the hat maker. Sorry.
The farm the quest from the Rift Warden nonstop trying to get the Mini Polar Bear prolly. Try that, its a great way to get CC shards and Eggnogs...
