I just tested it; i get that error too when i type the account name wrong (at login screen)... i guess it means: this accountname does not exist...

Afaik error 004 only happens when you mistype your id, password and/or character name at login screen.

That list is not very clear about code=004. But i know you get that error when you enter your login info wrong (email/id, password or character...
