Edit: Stupid Comment, forgot about I-Districts....
It was lvl 20 but that is no longer possible. It was painstaking getting to lvl 20 tho because you had to die so much that the monsters leveled up...

Majoho you need 3000 xp to get to lvl 2 (correct me?) They stand at the start grp only does mission so only the +1000xp and that gets them there.
This event is going to attract leeches no doubt but what can Anet do about it??
