There are only a handful of things that cause a blackload in regards to GPU when you change visual settings (not including resolution changes)...

The 9300M is an excellent low power solution. It will run GW at decent settings with acceptable framerates, as well as fully accelerate HD video...
Who is the manufacturer of your PSU, and what is the model type/number? The 4670 is very power efficient, but 300w will be cutting it close...
