yes, they work exactly the same way as having an HCT on your wand and off hand

Actually, the hex would always over ride the positive effect.

Find a boss that has it, equip a signet of capture, make sure you have the right primary or secondary class, kill boss, use signet. Done!

please also note, you can't have a kurzick and a luxon skill on your bar at the same time
