Do shields need the requirement matched in order for the +30 and the -[amount received] to be in effect? Or is that only for the Armor (16) to...

There is a shield like that in the PvP character creation screen. I think I&#39;ll work through the +30 always -5 (20%) instead of the +45/-2...
