i always thought that lower lvls would drop max req7s .. seeing as they drop lower dmg stuff, the req is lower, and sometimes they drop max.. so...

ive seen a req 7 plat blade ... from factions, so i suppose they still drop? =/ dont think ul ever get a req7 inscrib though
