If it has no inscription slot or an inherent you maybe forgot to list (like HCT 10% etc), then I would salvage the mods and merch the staff.

Don't add the mods. The damage mod is quite bad. Maybe 1-2k from someone who just wants it for pulling, but I would merch it.

There was a huge thread a few months ago (maybe 2) where mods were talking about the game and answering questions and there they said, that no...

I'd want a Celestial Cow, but I wonder how big they are going to make it.

What req is the 2nd Scepter. If it's req Restoration I wouldnt merch it.

You can fill your mini pet monument quite fast and cheap. Just get the white and purple year 1 & 2 minis and maybe a few others. Like others...
