I have been looking for quite some time for a Shield with +1 on Restoration Magic. I have never even seen a Shield with Ritualist-Attributes....

Mods don't change the base-price of an item. Daggers (clean) < 2k +30 HP ~2-3k
Yep, just add up the materials, and there is your price. Normally a little lower, as everyone with GW:EN can craft them for the normal market price.
